On the morning of March 31, Mr. Vuong Dinh Hue officially became the new Chairman of Vietnam’s highest legislative body National Assembly to replace Ms. Nguyen Thi Kim Ngan who retired at her 66-year age.
Accordingly, the National Assembly’s members secretly voted to elect their chairman who is also the head of the National Election Council. The Vietnamese media reported that the vote-counting results showed that Mr. Vuong Dinh Hue received support from all 473 legislators present in the vote.
Mr. Hue took an oath: “In front of the red flag with a sacred yellow star, the National Assembly, and before fellow voters nationwide, I am sworn to: Absolutely loyal to the Fatherland, the People and the Constitution of the Socialist Republic of Vietnam, striving to fulfill well the tasks assigned by the Party, the State, and people.”
The fact that Mr. Hue, Secretary of the Hanoi Party Committee became the Chairman of the National Assembly and the National Election Commission, is not surprising to those who closely follow Vietnamese politics.
The reason, as the BBC, immediately reported at the 13 January 2021 Congress, the delegates to the Party Congress were then informed that:
Mr. Nguyen Phu Trong was introduced to be re-elected, General Secretary
Mr. Nguyen Xuan Phuc nominated for the State President
Mr. Pham Minh Chinh nominated for the Prime Minister
Mr. Vuong Dinh Hue nominated for the Chairman of the National Assembly
Since then, this information has not changed, although the Party has not officially made public to the entire people.
On March 31, the National Assembly discussed in groups before secretly voting to elect the head of the National Assembly.
In the one-party political system in Vietnam, the Communist Party maintains a comprehensive leadership over the National Assembly.
Former National Assembly Chairman Nguyen Van An used the phrase “the Party introduces, the National Assembly elects” to briefly talk about this relationship.
As is known before, Mr. Hue was introduced as the Chairman of the National Assembly of Vietnam
According to the Communist Party charter itself, the top four titles are chosen and approved by the Central Committee.
Specifically, the Central Committee elects the Politburo and later elects the General Secretary among the newly-elected Politburo members.
In addition, the Central Committee introduced senior officials for 3 titles: the state president, the chairman of the National Assembly, the prime minister to be elected by the National Assembly.
Before Hue became the Chairman of the National Assembly, an anonymous young person told BBC from Saigon on March 31:
“The catchphrase of many people is: it is not surprising, first and foremost – when talking about voting like this in Vietnam. The 100% inner figure is also common in voting. Therefore, young people are often not very excited about the election of key positions in control of the country because they know they have no opinions in the arrangement of personnel at all levels and branches (except for a few channels for formal suggestions and elections for People’s Councils at all levels, the National Assembly does not have independent supervision.) Therefore, who is up and who is down is in the party’s arrangement.”
“That is why it is called the full-fledged party. From judicial, executive, and legislative perspectives, the party gets involved in one way or another. Even though it knows everything is scripted, rumors often become official news, but I try to follow it because I want to know some of the party’s direction. For example, what trends are the people in the four pillars.”
“I have observed that Facebook friends comment more actively on the US election because candidates have to prove that they help the country better through policies that benefit the people, but in Vietnam, people sit in powerful positions are often the ones in favor of the party. Many young people like me often wait there, even seek inspiration from the inaugural speeches of leaders from countries like the US, but not with their own countries. Usually, those are just words like news,” said the person.
