Since April 2014, under the advocacy of Secretary Le Thanh Hai, Thuong has held the position of Permanent Deputy Secretary of the Ho Chi Minh City Party Committee. At that time, Le Thanh Hai hoped that, after the 12th National Congress (in February 2016), Thuong would hold the position of Politburo member and Secretary of the Ho Chi Minh City Party Committee.
